City of Kingston Energy Efficient Lighting Project

Balpara provided electrical project management consulting services for the City of Kingston in changing Mercury Vapour Street lighting to LED street lights over a period of six months.

 

Project Overview

Throughout the project, Balpara acted as the liaison between energy utility United Energy and the City of Kingston, sending weekly status reports on the energy efficient street lighting upgrades.


The City of Kingston planned to change 7,313 Mercury lights on Vapour Street to LED street lights over a period of six months. This equated to 280 light changes per week.


Balpara liaised with the Public Lighting Contractor on a weekly basis to ascertain which lights had been replaced. The team also measured the lighting level of 10% of the installed lighting (28 lights per week), to ensure that there was no reduction in light levels.


The new lights will save 55,000 tonnes of greenhouse gas emissions over 20 years, improve safety and light levels in local streets and reduce light pollution and glare.

 

Project Scope

  • Proving electrical project management services which saw Balpara act as the sole point of contact with United Energy, including collection of formal offer terms and conditions and appointing of construction contractors with necessary approvals
  • Preparation of a detailed scope of works document together with a skills matrix demonstrating appropriate qualifications and training of all personnel to be engaged in construction/civil activities
  • Delivery of an electrical project management plan and project scope
  • Verification of any field variations claimed by the contractor
  • Management of project auditing and all associated project documents
  • Measurement and reporting
