Cranbourne Racecourse Upgrade – Surveying, Auditing, Electrical Design & Drafting

To assist in the upgrade of the Cranbourne Racecourse facilities, the Cranbourne Turf Club enlisted Balpara to provide a suite of services, including Land Surveying, Electrical Asset Survey set-out, Asset locating, Electrical Detailing, Underground Electrical Design and multiple forms of Drafting. 


Project Overview


Cranbourne Racecourse has welcomed the addition of a new indoor complex to its host of facilities. As part of this upgrade, the existing high voltage underground power supply needed to be relocated so as not to interfere with the new complex’s footprint. 

 

This process involved a considerable number of services to be coordinated by Balpara and carried out on a site, with the addition of some very specialised requirements. 


Project Scope


Throughout this project, Balpara provided: 

 

1.New Underground Electrical Design and Drafting on Ausnet Utility Drawings 

This was a unique requirement, with the new high voltage cable being potentially installed under a future batter of a not yet built man-made overpass bridge. During the electrical design process, Balpara considered future cable depth and derating calculations, and were able to devise a solution. 

 

2. Property Boundary Re-establishment by a Licenced Surveyor 

Balpara drew on its licenced Surveying Services to arrange bringing the existing title and easement paperwork and plans up to date. This was necessary, considering the new cable route deviated from the existing power supply easement. 

   

3. Existing Cable Tracing / Underground Locating Services and Surveying Services 

In order to verify the existing easement location, right up to where the new cable route would deviate from the old route, Balpara traced and Surveyed the existing cable on site. 

 

4. Ausnet Utility As-Built Drawing Updates 

Following the existing cable tracing and surveying, Balpara’s team re-drafted the corresponding Ausnet utility As-Built drawings where required to ensure the old route was accurately recorded. 

 

5. Survey Stake-Out of the Newly Designed Cable Route 

Building up the body of information collected to this point was critical in allowing Balpara to stake-out the new cable route, giving construction crews absolute confidence in where to install their new conduit and cable. 

 

6. Underground As-Built Electrical Detailing of New Cable Route During Construction 

Balpara is well experienced in As-Built Electrical Detailing and needed to be very conscious of adhering to off-set working shift times to avoid spooking thoroughbreds training in the area. 

 

7. Underground As-Built Electrical Drafting of New Cable Route 

As one of the exclusive providers to AusNet Services and with extensive experience in As-Built Electrical Drafting, Balpara’s new As-built plans were promptly approved by AusNet. 

 

8. VEDN Auditing of all Electrical Works of New Cable Route During Construction 

Balpara’s VEDN Auditing team has extensive experience in Electrical VEDN Auditing, and were able to ensure this project was built in accordance with all the required regulations and standards. This component of the project included multiple stages of auditing with the exception of network auditing. 

 

9. Creation of New Easement Plans 

Based on the extensive Survey Data Balpara collected up to this point of the project, our team was able to draft and create the new easement plan for approval by Ausnet services and the titles office.

Balpara’s wide range of services allowed us to be a one-stop-shop for the client, streamlining multiple components of a project which could have otherwise been complex and time-consuming had there been multiple service providers.

Balpara is VESI and AusNet accredited. We have held ISO9001 certification for over six years without non-conformances, and have attained re-certification to the new AS/NZS 2016 Standard.

Balpara was engaged by civil constructor, Directbor, to provide detailing and drafting services to connect the Kerang Solar Plant to the nearby Kerang Terminal Station. Project Overview The Kerang Solar Plant in Victoria is a BSR Energy project, which aims to generate enough clean and reliable energy to offset the annual consumption of approximately 16,000 homes, contributing to a more sustainable future while reducing reliance on traditional power sources. Construction commenced in March 2024, and is projected to save 66,380 tonnes of CO2-equivalent emissions annually. The land parcel is over 64 hectares in size, with the plan to visually integrate into the surrounding agricultural landscape with extensive planting of native flora around the entire project perimeter. The bell-mouth intersection off Lodden Valley Highway will be upgraded for improved accessibility and safety as part of this project. Scope Balpara’s involvement in the project was undertaken over the course of a month starting in August 2024, with Directbor engaging the team on behalf of Powercor. The Balpara team completed detailing and drafting of assets connecting the new Kerang Solar Plant to Powercor’s distribution network. Balpara employed GPS technology to accurately capture underground asset locations and create a comprehensive plan of assets within the short timeframe required. The project scope included: Capturing new underground asset locations to required standard using GPS equipment. Creating as-built plans of relevant assets to current Powercor standards. Providing captured 3D data to Powercor for future asset relocations. Value Add Balpara provided timely and accurate drawings and was able to quickly meet the needs of client variations. Balpara was engaged by Powercor to conduct a turnkey solution at the Echuca Zone Substation. This included Project Management of Feature Surveying, Geotechnical Services and Contaminated Soil Testing.
Glen Waverley Substation
February 24, 2025
Balpara was engaged by United Energy to carry out feature surveying, incorporating ground penetrating radar surveys for the Glen Waverley Zone Substation.
