Road lighting consultant services for the Gippsland Line Upgrade Project

Balpara was engaged by Arup to provide road lighting consultant services for the Bunyip Station Works on the Gippsland Line Upgrade Project (GLU).     


Project Overview

 

The GLU project will see the upgrade of 4 regional stations - Bunyip, Longwarry, Morwell and Traralgon - in order to deliver more frequent and reliable train services to the growing communities of Gippsland.   

 

In line with Department of Transport lighting requirements, Balpara was appointed as the external accredited road lighting consultant to develop the street lighting design for the new south entrance to the station along Nar Nar Goon – Longwarry Road. 

 

Balpara’s contribution to this project ensured public lighting designs were completed in accordance with the Department of Transport, Baw Baw Shire Council and the Power Supplier requirements. 


Project Scope

 

  • Performing an initial internal consultation to identify and confirm DoT lighting requirements. 
  • Undertaking and documenting the lighting design (in assessment with existing conditions) and associated electrical design along Nar Nar Goon – Longwarry Road in accordance with regulatory requirements. 
  • Considering specific lighting requirements to the new pedestrian crossing and station entrance while assessing lighting impacts to adjacent roads and properties. 
  • Developing and presenting a preliminary design final design, including a report, electrical drawings and specification for formal submission to council, DoT and power supplier. 
  • Assisted in coordination with all relevant authorities including Arup, DoT, Council and Power Newtork. 
  • Coordinating with existing and proposed services, including clearance to any existing overhead lines. 
  • Submitting a pre-Issued for Construction (IFC) submission to close out all final design remaining comments. 
  • Liaising with the electricity entity to confirm and accept lighting documentation, including agreed proposed point of supply and developing the application for point of supply. 
  • Creating an effective project schedule, including outlining on-site and virtual meetings.


Value Add

 

To ensure the project had minimal impact to neighbouring houses, Balpara's engineering team completed a Lux Polt diagram analysis. This process defined the design methodology and project outcome.   

 

Relevant Accreditation/Quality Standards

 

Balpara is accredited with all Victorian Power Authorities, allowing us to tailor our approach to suit Newtork Standards in conjunction with council, project and DoT requirements. In addition, Balpara has held ISO9001 certification for over six years without non-conformances, and has attained re-certification to the new AS/NZS 2016 Standard. Balpara is VESI and AusNet accredited in surveying, design and drafting. 

 

All design documentation followed GLU requirements, specifically the Design Management Plan, including CAD and document standards.

Balpara was contracted to carry out detailing and auditing services for the Lathams Road Upgrades in Carrum Downs, as part of Victoria’s Big Build. Project Overview This project involved multiple upgrades across a 2.5km section of Lathams Road. The upgrade included the addition of additional lanes going both ways, upgrading 13 intersections along the road, building a new bridge over the Peninsula Link, adding walking and cycling paths, widening existing roundabouts, and installing safety barriers. Balpara was engaged by Civil & Road Contractor, Healey Infrastructure, to provide detailing and auditing services for the signalisation upgrade of Wells Road and Bardia Avenue in Frankston. Project Overview This upgrade was identified as necessary by Frankston City Council to: provide a safer and more accessible parking facility and road upgrades along Wells Rd and Bardia Avenue; to support active transport; reduce congestion; and improve overall safety for the growing Frankston City community. Road upgrades included the resurfacing of pavement, installation of new asphalt, upgrade of kerbing and drainage systems, re-painting line markings, and upgrading street lighting and traffic signal infrastructure. With construction completed in May 2025, the Frankston City community can now benefit from the enhanced traffic flow, improved lighting, safer roads and more accessible parking. Scope The team at Balpara provided detailing, drafting and auditing services for assets installed as part of the new road upgrades. Works included: Utilising GPS technology to accurately capture the locations of new underground assets to develop a comprehensive layout of asset locations. Producing precise as built plans in accordance with current UE standards. Auditing public lighting poles, conduit installations and electrical pit installations. An on-site electrical walkthrough on to prepare the pre-commissioning audit report for clients.
