Balpara appointed to Zinfra VEDN Network Auditing Panel

When it comes to turning on power for a light switch, there are probably few Australians who consider everything that goes on behind the scenes to make that happen. That simple act, of commanding light instantly at the flick of a switch, involves extensive amounts of engineering, infrastructure, construction and maintenance, as well as collaboration between electrical distribution networks, electricity companies, contractors and designers. 


Balpara and its team of VEDN Auditors has once again been recognised for providing the crucial services that make this possible, with our recent appointment to Zinfra's VEDN Auditing Panel. This is in addition to our appointment last year as a provider of VEDN Auditing Electrical Infrastructure Worksite Inspections for AusNet Services


Zinfra Power Services currently holds agreements to deliver construction and maintenance services on the Jemena Electricity Network (JEN) and the United Energy (UE) Network. On behalf of these networks, Zinfra has created this VEDN Network Auditing Panel in order to deliver the VEDN Auditing and Detailing Services required by Jemena and United Energy. 



Together, United Energy and Jemena provide electricity to more than 1.6 million homes and business across Victoria. Jemena’s network is powered by an 11,000-kilometre system, which includes the maintenance and upkeep of 72,000 streetlights, while United Energy manages a network of 209,000 poles and 13,000 kilometres of wires. 


As a chosen contractor for the panel, Balpara will provide services including Cable Detailing, Drafting and VEDN Auditing Services on various Electrical Network projects and Electricity Safety Schemes managed by Zinfra within the UE and JEN Network areas. As VEDN auditing experts, Balpara is a VEDN Accredited Auditor in all Victorian networks and has the capability to complete all works to current electrical distribution network standards. Balpara was engaged by civil constructor, Directbor, to provide detailing and drafting services to connect the Kerang Solar Plant to the nearby Kerang Terminal Station. Project Overview The Kerang Solar Plant in Victoria is a BSR Energy project, which aims to generate enough clean and reliable energy to offset the annual consumption of approximately 16,000 homes, contributing to a more sustainable future while reducing reliance on traditional power sources. Construction commenced in March 2024, and is projected to save 66,380 tonnes of CO2-equivalent emissions annually. The land parcel is over 64 hectares in size, with the plan to visually integrate into the surrounding agricultural landscape with extensive planting of native flora around the entire project perimeter. The bell-mouth intersection off Lodden Valley Highway will be upgraded for improved accessibility and safety as part of this project. Scope Balpara’s involvement in the project was undertaken over the course of a month starting in August 2024, with Directbor engaging the team on behalf of Powercor. The Balpara team completed detailing and drafting of assets connecting the new Kerang Solar Plant to Powercor’s distribution network. Balpara employed GPS technology to accurately capture underground asset locations and create a comprehensive plan of assets within the short timeframe required. The project scope included: Capturing new underground asset locations to required standard using GPS equipment. Creating as-built plans of relevant assets to current Powercor standards. Providing captured 3D data to Powercor for future asset relocations. Value Add Balpara provided timely and accurate drawings and was able to quickly meet the needs of client variations. Balpara was engaged by Powercor to conduct a turnkey solution at the Echuca Zone Substation. This included Project Management of Feature Surveying, Geotechnical Services and Contaminated Soil Testing.
Glen Waverley Substation
February 24, 2025
Balpara was engaged by United Energy to carry out feature surveying, incorporating ground penetrating radar surveys for the Glen Waverley Zone Substation.
